As published on the GA Department of Driver Services' website:
If you change your name by marriage or otherwise you must obtain an updated, free replacement license within 60 days as required by law. Name changes must be processed in person at a Customer Service Center. The replacement license will be valid for the current renewal period, or if it’s within 150 days of the original expiration date, you may renew your license for five years ($20.00) or ten years ($35.00). Certain vision requirements apply.
In order to change your name, you must present a certified copy of the marriage license or a certified copy of a court ordered name change. If you wish to hyphenate your name you must present a certified copy of the marriage license and a certified copy of the marriage license application stating the hyphenated name. Male applicants who wish to take the wife’s name after marriage must satisfy this requirement.

Current DDS procedures for citizens and non citizens allow for one free name or address change as long as the expiration date does not change from the original license/ID. When a replacement license/ID is issued with an expiration date different than the original, the system considers it a renewal and full fees apply.
Second or subsequent name or address changes in the same license renewal period are charged at full fee.

375-3-1-.17 Changing Gender on License
(1) A person may have the gender designation on their driver’s license changed after a gender reassignment operation upon the presentation to a driver examiner of either a court order reflecting such change, or a physician's letter certifying such change. The letter or court order shall state the person's name and date of birth, and the date of gender reassignment operation, as well as other identifying information.
(2) A person applying under Section (1) shall surrender all licenses in their possession and shall be required to pay either the renewal license fee or a duplicate license fee, whichever is applicable. No rebate will be given for any licenses surrendered.
(3) In all cases the decision to change the gender designation on the license is at the discretion of the Department.

(2) A person applying under Section (1) shall surrender all licenses in their possession and shall be required to pay either the renewal license fee or a duplicate license fee, whichever is applicable. No rebate will be given for any licenses surrendered.
